Take the admission or offer letter, fee schedule, passport and visa papers to an authorised dealer bank branch. Bangladesh Bank permits documented payments for recognised overseas courses, including tuition, living costs, admission processing and required insurance 1. The bank keeps a student file and normally handles no more than one academic year at a time 1. Since August 2026, a designated international card can make education payments without using the student's travel quota 2.

Open the student file

The authorised dealer checks the recognised institution, course, admission record and amount due 1. Give the bank the actual institution documents and the student's passport and visa evidence available at that stage.

Use the branch that will handle the course. Bangladesh Bank says all foreign exchange purchases during the course should go through one AD branch 1.

Payments the bank can handle

The rules cover tuition and living costs for allowed regular courses. They permit admission processing, seat-retention advances and required medical or health insurance where the official papers show the need 1.

Exam and application charges can be paid by telegraphic transfer or an allowed international or virtual card under the relevant rules. The payee and purpose must match the papers.

A designated education card

Bangladesh Bank's 10 August 2026 circular lets an AD issue or activate a debit, prepaid or credit card for overseas education payments 2. It can be in the student's name or the name of the person paying the student's expenses.

The card amount must match the documented need, go only to appropriate education beneficiaries and be used within the bank's set period 2. These transactions do not reduce the annual travel quota.

Blocked accounts and visa refusal

Where a foreign institution or mission requires a blocked account, the bank can remit the required fund if the documents support it 3. The bank must see evidence that the deposit is refundable if the visa is not granted.

After a refusal, the student or guardian must arrange for the money to return to Bangladesh, and the bank takes an undertaking for that step 3. Read the foreign bank's own charge and refund terms before transfer.

Later tuition and living releases

For a later academic period, the AD can request the current progress report and the institution's latest estimate 1. The facility is not granted for more than one academic year at a time.

If the student changes institution or course, give the bank the reason and acceptance or credit-transfer proof named in the rules 3. Do not start a second bank file without transferring the existing record.

Common questions

Can I pay an admission deposit before the visa?

Yes, when the institution's documents state that the advance is required 1.

Can a bank pay a blocked account?

Yes, with the required evidence, including that the deposit is refundable after visa refusal 3.

Can a parent hold the education payment card?

Yes. The 2026 circular permits the card in the student's name or the expense bearer's name 2.

Does the card reduce travel quota?

No. Transactions under that education facility are separate from travel entitlement 2.

Can I use several banks for one course?

The rules say the file should stay with one AD branch. A change requires a direct transfer to the new branch 1.
