Charges collected with the ticket
CAAB's Aeronautical Information Publication applies the same departing-passenger schedule at airports and aerodromes in Bangladesh 1. The charge depends on whether the flight is domestic, bound for a SAARC country or bound for another country.
When and how the charges are paid
The passenger service charge, which CAAB calls an embarkation fee, is collected when the ticket is purchased 1. The AIP places the development and passenger-security fees on departing passenger tickets 1. A traveller should see them in the airline's tax and fee breakdown, not pay them to an unofficial airport collector.
The Tk 500 or Tk 25 service charge does not apply to a child under two, qualifying same-aircraft or next-available-flight transit passengers without a scheduled night stop, heads of state or government and listed state guests 1. The AIP exemption is for that passenger service charge. It does not say every ticket tax is waived.
Terminal 3 status
On 3 April 2026 the Ministry of Civil Aviation said the government was still discussing operation and maintenance of Terminal 3 with a Japanese delegation 2. The minister said the government wanted to open it as soon as possible 2. That wording shows the terminal had not entered full operation at that date.
CAAB recorded a Japanese operating proposal on 25 August 2026 3. Its AIP records five aircraft parking stands and four connecting taxiways at the new Terminal 3 apron 5. An apron entry and an operator proposal are not a published start of passenger-terminal operations.
No separate Terminal 3 passenger fee published
The April ministry meeting discussed the embarkation fee, upfront payment and revenue share as parts of the proposed operating arrangement 2. It did not publish a new passenger amount 2. The CAAB passenger schedule still supplies the official amounts used on this page 1.
No official source located by 19 October 2026 published a Terminal 3 surcharge, a revised Dhaka-only embarkation fee or a confirmed public opening date. Do not add a claimed Terminal 3 fee to a travel budget until CAAB or the ministry publishes it.
Airport services in the official record
CAAB's airport page lists free luggage trolleys, wheelchairs, first aid during watch hours, foreign-currency banking and duty-free shops 4. CAAB recorded the launch of a free passenger shuttle service on 8 July 2026 3. Check current operating points at the terminal as the older airport service page does not cover every later change.
What is not included here
Travel tax and ticket excise duty are separate from CAAB's passenger charges. Airline fare, baggage, seat selection, lounge access and transport to the airport are separate too. Use the travel-tax and total-cost pages to build the full departure budget.
Common questions
How much is the Dhaka airport fee?
CAAB lists Tk 25 plus Tk 100 and Tk 70 for a domestic departure. An international departure has a Tk 500 service charge plus USD 11 to SAARC or USD 20 elsewhere 1.
Do I pay the fee at Dhaka airport?
CAAB says the passenger service charge is collected when the ticket is bought, and the other passenger fees are imposed on departing tickets 1.
Is Terminal 3 open?
The April 2026 ministry record said the government wanted to open it soon, and an August record referred to an operating proposal 2,3. No later official opening notice was located by 19 October 2026.
Is there a new Terminal 3 fee?
No separate passenger amount was published in the official sources checked by 19 October 2026 1,2.
Are babies exempt from airport charges?
Children under two are exempt from CAAB's passenger service charge 1. The AIP does not state a blanket exemption from every ticket tax.
