Who needs emigration clearance
BMET tells a worker who obtained a work permit, no objection certificate or entry permit personally or through relatives to apply for emigration clearance through BMET or a recruiting agent 2. The process is for overseas employment, not a tourist trip.
The Overseas Employment Platform presents clearance as a required stage after registration, training, pre-departure orientation, medical records and a visa 1. The platform reports applications and approved clearances and provides an EC card download route 1.
The official sequence
- Register with BMET through NID verification 1
- Complete skill training through a TTC or IMT when the job route requires it 1
- Obtain a passport 1
- Join pre-departure orientation 1
- Obtain the medical record and employment visa 1
- Apply for emigration clearance 1
- Download the Emigration Clearance card 1
- Arrive at the airport with the EC card and air ticket 1
Documents named by BMET
BMET's pre-departure page names the registration card from a District Employment and Manpower Office and copies of the first six passport pages, including the visa page 2. The agency or clearance office may ask for the job contract, work permit, medical record, orientation record and payment evidence linked to the route 1,2.
Use the Aspirant Migrant Portal linked from the government Overseas Employment Platform 1. Do not hand identity records or money to an unlicensed intermediary. The platform links the recruiting-agency portal and the BMET site for verification 1.
Smart card or EC card
Official pages use both names. A BMET notice calls it an immigration clearance card and a smart card. The current Overseas Employment Platform calls it an Emigration Clearance card, or EC card, and says the worker downloads it after approval 1,3.
The card is evidence of approved clearance. The platform directs the worker to bring it with the air ticket to the airport 1. A card does not replace the passport, visa, ticket or job contract.
Why the fee needs a live check
The Ministry of Expatriates' Welfare circular says the former Tk 3,500 welfare fee became Tk 5,500 from 1 October 2026 4. A clearance quote that still uses Tk 3,500 for welfare is not current 4.
The current Overseas Employment Platform explains how to download the EC card but does not state a card fee on its public journey page 1. No newer primary notice confirming a separate current card charge was located by 19 October 2026. Confirm the exact total with BMET or the official portal before paying and retain the receipt.
Where to check or complain
The Overseas Employment Platform lists hotline 09614445271 1. BMET's site lists 0249357972 and the Probashbandhu call centre at 16135 in Bangladesh 5. The ministry's citizen charter accepts migration complaints with records such as the passport, ticket, contract and BMET smart card 6.
